In October, Foreign Minister Billie Miller stated, "We must reject any attempt to impose a blanket abolition on countries around the world. We think that it is wrong for the EU to try to impose its will on everybody by seeking to get the international community to say that hanging and other forms of capital punishment should be abolished.
