In Palestine three types of legislation are applied. In the West Bank the law of Jordan is enforced, which provides for the death penalty in cases of high treason and murder. Gaza is under Egyptian law that imposes the death penalty for the disturbance of internal order. There is also the PLO law that is fairly flexible concerning capital punishment. On August 30, 1998, the Palestinian Authority carried out its first death sentence since it was established in 1994. Two brothers, Ra'ed and Muhammad Abu Sultan, members of the Palestinian military intelligence, were executed after receiving a summary and unfair trial before a special military court, only 3 days after they were charged with committing 2 killings. On February 26, 1999, Colonel Ahmad 'Atiya Abu Mustafa was executed by the Palestinian Authority after he received a summary and unfair trial before a Palestinian court late at night on 25 February.
