If Rollins isn't given a new sentencing hearing within 6 months, his punishment will be life in prison, Joyner has ruled.
The judge upheld Rollins' 1st-degree murder conviction, but said that Rollins' trial lawyer, William Austin Meehan Jr., failed to investigate "the psychological impact of Rollins' abusive childhood" before the penalty phase of Rollins' trial in 1987.
Rollins, 49, has been on death row for about 18 years for the Jan. 22, 1986, drug-related murder of Raymond Cintron.
