In Springfield, the Illinois House passed legislation that would limit the governor's power to grant blanket clemency. It would require the Prisoner Review Board to hold hearings and provide a report on each victim before the governor could grant clemency. Reports from the board would be made public. House Minority Leader Tom Cross is sponsoring the bill. The bill passed 95-19 and moves to the Senate.
