Indiana State Rep. William Crawford introduced HB 1204 to ban the death penalty for people whom juries find guilty but mentally ill. Instead of death, these mentally ill murderers could receive life in prison without parole. Crawford also introduced HB 1203, one of the two bills that would prohibit the death penalty in cases where it is demonstrated that race was a factor in seeking or imposing the death penalty.
