International observers think that death sentences handed out in Armenia are unlikely to be carried out. There has been a moratorium on executions in Armenia since 1991. A new Criminal Code will probably be adopted soon, in which the death penalty will be replaced with life imprisonment, in accordance with the Council of Europe's conditions.
