It was reported on Kazakh television that the country may lose the opportunity to join the European Community if it did not abolish the death penalty since both the Parliamentary Assembly of the Council of Europe and the OSCE had set this condition for accession. The OSCE's Parliamentary Assembly adopted a resolution on July 9th 2001 banning the application of the death penalty worldwide.
