"It's time to repeal the death penalty law now that President Gloria Macapagal-Arroyo has adopted the policy of commuting all death sentences", Senate President Aquilino Q. Pimentel Jr. said who authored the bill repealing the death penalty law.
"The President's refusal to uphold the death sentence of convicted felons clearly means that she is against capital punishment... Therefore, we may as well repeal the law."
He added the President's implied policy against execution of death row convicts reflects the belief that capital punishment does not deter crimes. Pimentel said the President risks being accused of not enforcing the law if she keeps on commuting death sentences.
To prevent this, she should seek the repeal of the law and have the bill certified for immediate approval, said the Senate president, Press Undersecretary Roberto Capco said President Gloria Macapagal-Arroyo will not seek for the amendment of the death penalty law, but will continue to commute the sentences of all death row convicts."I don't think she will make any move for Congress to amend (the law). That will be up for Congress to decide."
