Japan and South Korea signed a criminal extradition treaty that they plan to enforce ahead of the soccer World Cup finals, to be jointly hosted by the two countries from May 31 to June 30. Visiting Japanese Justice Minister Mayumi Moriyama and South Korean Justice Minister Song Jeong Ho signed the treaty at the Justice Ministry in Seoul.
The treaty stipulates that Japan and South Korea will in principle be obliged to extradite each other's nationals at the request of the other party over crimes that call for the death penalty, life imprisonment and detention of more than one year based on their respective domestic laws.
Political crimes, however, will not be included in the treaty. Japan may extradite its nationals to a country with which it has such a treaty only after the case is reviewed by the Tokyo High Court and at the government's discretion.
