Judge Quentin Sumner, referring to the U.S. Supreme Court's 2002 ruling outlawing executions nationwide of the mentally retarded, has removed Lorenza Darnell Norwood, 41, from North Carolina's death row. Norwood is the 4th inmate to have his death sentence reduced since a 2001 state ban on executing the mentally retarded. Norwood was convicted and sentenced to death for the April 13, 1993 burning a store clerk, Walid Al-Hourani.
