Justice Minister Samir Jisr said he will improve what he calls the country's "disastrous" prison conditions, but remained firm in his belief that capital punishment is a necessity. The minister cited the so-called "honor crimes" as an argument for retaining capital punishment. Jisr said he believed the death penalty not only serves as a deterrent but is also a legal way for a victim's family to avenge the death of a loved one.
