Justice Minister Yuri Chaika asked whether a death sentenced might be handed down to notorious Chechen guerrilla commander Salman Raduyev replied that it was up to the court. A moratorium on executions is in effect in Russia, he recalled. "A person who is knee deep in blood deserves the most severe punishment," he said. Raduyev was captured on March 12 by Russian special services in Chechnya. Then was under investigation in Moscow.
