Kalinaw Mindanao came out with a comprehensive report on its fact-finding, relief and medical mission in the war-torn areas of Central and Western Mindanao. It found that Armed Forces of the Philippines (AFP) committed "gross violations of human rights and international humanitarian law during its all-out war against the Moro Islamic Liberation Front (MILF)" in June. Based on the accounts of refugees, the Kalinaw fact-finding mission gathered harrowing accounts of violation of human rights and international humanitarian law by government soldiers, Citizens Armed Forces Geographical Units (CAFGUs) and paramilitary/vigilante groups. Among these were cases of indiscriminate bombings, mortar fire and strafings of civilian populations, massacres and summary executions. At least 16 civilians were killed in the towns of Matanog, Barira, Buldon, Datu Odin Sinsuat and Isulan. At least five children were killed in actual military assaults, two of them among nine residents in Isulan, Sultan Kudarat who were made to dig their graves at gunpoint before being massacred by elements of the 15th Infantry Battallion of the Philippine Army on May 17, 2000.
