Mariano Santiago, chairman of the Kidney Patient Association of the Philippines (KPAP) board of trustees, said his group would ask the House of Representatives to allow death row inmates and other convicts to donate their organs in exchange for commutation of their sentences. KPAP was confident their proposal would be taken up by Congressmen since it had been "approved in principle" by the House of Representative's 200 members. Apart from common convicts, KPAP also wanted death row inmates to donate their functioning organs before their execution, as part of their atonement for their crimes.
