Kazakh press published a copy of a bill signed by President Nursultan Nazarbayev which replaced capital punishment with life imprisonment. Nazarbayev had signed an ordinance for a death penalty moratorium in Kazakhstan on December 17, 2003.
The government was told to draft changes in legislation, replacing capital punishment with a life imprisonment, within ten days.
A life sentence was made an alternative to the death penalty on January 1, 2004.
