Kyrgyz Ombudsman Tursunbai Bakir Uulu asked President Kurmanbek Bakiyev to extend the moratorium on the death penalty in Kyrgyzstan.
"If a death row inmate is a repeated murderer, a rapist or is guilty of other serious crimes, a bullet in the head is too easy a death for him," Uulu told a briefing.
"A criminal like that has to be held in solitary confinement all of his life, so that he can repeatedly repent for his crimes," he said.
"I also believe court or investigation mistakes can take place, since it is well known that our justice system is corrupt," Uulu said.
The moratorium on the death penalty was due to expire on December 31, he noted. "If parliamentary deputies approved the bill on banning the death penalty, it would only take effect on October 1, 2006. Thus, for the period of January 1 - October 1, the fate of those sentenced to death would be undecided," Uulu said. "Starting from 1998, 182 prisoners have been sentenced to death, and, thanks to the moratorium, none of them was executed," he said.
