Major changes in capital punishment in Illinois continue their march through the General Assembly. The Senate today passed a measure that reduces the number of factors that make someone eligible for the death penalty and make it easier to order D-N-A testing to prove innocence. It passed 54-to-4 and now returns to the House for concurrence. The measure also allows for stripping police of their stripes if they commit perjury and setting up a program to try out the videotaping of interrogations. Governor Rod Blagojevich already has a bill which he's promised to sign that requires audio- or videotaping interrogations.
