Maryland Gov. Parris Glendening, a Democrat, halted an execution by commuting convicted murderer Eugene Colvin-El's sentence to life in prison without the possibility of parole. Glendening said the evidence wasn't strong enough to warrant execution. Yet Glendening agreed to a study on whether racial or any other bias exists on Maryland's death row.
