members of the House Judiciary Committee have approved a bill that would add serial murders and desecration of a body to Utah's criminal law that governs capital murder.HB297 would amend Utah's aggravated murder law to include serial murderers who have killed before but have not yet been caught and convicted when they kill again. Murders that involve the sexual abuse, mutilation or dismemberment of a victim, either before or after death, would also qualify for capital murder.
Committee members unanimously voted to send the bill to the House for further debate.
