Mississippi representatives Erik Felming and John Mayo have each proposed legislation to abolish the death penalty in Mississippi. Fleming's bill would eliminate the death penalty if racial bias is established, if the accused is under 18 years old, or has an IQ below 70. Mayo's proposal would replace capital punishment with hard labor. These bills died in Judiciary Committee. Rep.
