Most inmates on death row will remain there despite the fact that the procedure used to sentence them has since been declared unconstitutional.
Without dissent the Arizona Supreme Court ruled that people convicted of murder who have exhausted all of their appeals cannot benefit from last year's U.S. Supreme Court ruling that voided the state's death penalty statute.
But Justice Ruth McGregor said there is no evidence that even if defendants had been sentenced by juries that the outcome would have been different.
An appeal to the U.S. Supreme Court is likely.
The ruling affects 90 people awaiting execution whose appeals through state and federal courts have been exhausted.
The Arizona Supreme Court has yet to address whether another 27 death row inmates who still have appeals are entitled to have their sentences thrown out.
