Murder during the commission of a terroristic threat would become a death penalty crime under legislation tentatively approved by the Texas House on Monday. "Texas' capital murder statute was not enacted with nondomestic crimes (international terrorism) in mind, and therefore it does not encompass scenarios in which a terrorist may kill 1 person with the accompanying specific intent to intimidate the citizenry or paralyze commerce," said Rep. Terry Keel, R-Austin, the bill's sponsor.
