Nepal said Indians are also eligible for the rewards it had announced for the capture, dead or alive, of top Maoist leaders. Nepal Minister of State for Home Devendraraj Kandel said, "We're planning how to make this move (to capture the rebels) effective in India." He added, "We're confident of getting full cooperation from India."
Kandel's remarks are likely to further anger the kingdom's human rights leaders who have already condemned the announcement of rewards on Maoist heads as "illegal and unconstitutional."
The present Constitution, drafted after the restoration of multi-party democracy in 1990, bars capital punishment.
