in Owerri, Nigeria, Speaker of the Imo State House of Assembly Rt. Hon. Goodluck Nana Opiah signed into law the death penalty bill for kidnappers and hostage takers. Governor Ikedi Ohakim refused to ascent to the bill, however Opiah explained that the 1999 Constitution empowered the assembly to pass the bill into law. The method of execution of convict will be determined by the Judiciary.
