No one under 18 could be given the death penalty under a bill that passed the Senate in a 40-8 vote. Sponsored by Sen. Anita Bowser, D-Michigan City, the measure would raise the minimum age for a death sentence from 16 to 18. The Senate Judiciary Committee approved the bill on January 30, 2002.The bill moves onto the House, where no bills to limit the death penalty received a hearing, including one from Rep. Charlie Brown, D-Gary, to declare a moratorium and one by Rep. Earl Harris, D-East Chicago, not to allow the execution of a mentally ill person.
