On April 28, a report by a coalition of human rights and aid agencies operating in the war-torn province on human rights abuses in East Timor, accused Indonesian Lt. Col. Burhanudin Siagian, head of Bobanaro district command, of ordering the public execution of 5 civilians on April 12. The report said the executions were an act of revenge for the death of 3 militia men and 2 soldiers at the hands of pro-independence fighters.
