On August 6, Gov. George Ryan signed legislation that would allow for the death penalty for anyone at least 18 years old who is convicted of the crime of first-degree murder against teachers or other school employees. Other proposals awaiting consideration are a racial justice act, a ban on the execution of the mentally retarded, and restrictions on the type of testimony allowed in capital cases.
