On March 11, Simon Grindrod, founder of the Association for the Restoration of Capital Punishment (ARCAP) said, "the question of the death penalty could be part of the ballot paper and a simple tick in a yes or no box is all that would be necessary for the ANC to discover that 85% of the population want us to reintroduce capital punishment as the only vehicle available to us that will bring about a reduction in the slaughter and trauma being inflicted on the people of this country." ARCAP was non-political and would maintain pressure until the Government woke up to the fact that South Africa needed the death penalty. Grindrod said the Association had about 1,000 active members countrywide. ARCAP's founder, who was responsible for organizing a 75,000-strong petition for the restitution of the death penalty in 1996, said market research in that year showed that 75% of the population wanted the death penalty back.
