On March 31, UK representative Mr Fatchett reiterated at the UN Commission on Human Rights the United Kingdom's full support for the statement made on behalf of the European Union by Joschka Fischer. He said his country would that same day be signing the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty.
