On November 10, USA Senator Russ Feingold, D-Wisconsin, introduced a bill to abolish the federal death penalty and called on all states that impose the death penalty to cease the practice in their state. Arguing that the federal government is complicit in the "culture of violence and killing" by enacting additional death penalty statutes, he said "as we go into a new millennium, let us leave this archaic practice behind." "It's just really tragic after all the horrors of the last 1,000 years we can't leave behind something as primitive as government-sponsored execution," Feingold said.
