On November 2, Ukraine representative Ms. Oksana Boyko, speaking at the Third Committee of the General Assembly (human rights) under item 116a (death penalty), said: "Having signed the Optional Protocol No. 6 to the European Convention for the Protection of Human Rights and Fundamental Freedoms, Ukraine has established since the year 1997 a de facto moratorium on executions with a view to completely abolishing the death penalty. I would also like to inform the distinguished delegates that the draft of the new Criminal Code of Ukraine does not provide for capital punishment."
