On November 30, President Laurent Kabila said he wanted to see an independent judiciary in his Central African country. Speaking at the swearing in of members of the Supreme Court, he deplored what he said were reports of interference in judicial matters by members of his Government. On the question of the death penalty, which has been widely used by Kabila's Government, he said judges handing out death sentences must be people that inspire confidence. "We must be sure that a man cannot receive the death penalty unless the judges are ones in whom one has confidence," he declared.
