On November 5, Counselor Christine Kapalata, speaking at the Third Committee of the General Assembly, said international law did not prohibit the imposition of the death penalty, and States had the sovereign right to impose the judicial systems they desired. The death penalty was imposed for the most serious crimes in her country. She called on the cosponsors of that draft to withdraw it, saying that the acceptance of human rights instruments required time, consideration and consultations, and that the issue of the death penalty that had been raised at the Committee was a matter of domestic jurisdiction.
