On September 25 the Chinese government executed a South Korean, who was sentenced to death for drug trafficking, without any prior notice to the Korean government, the Ministry of Foreign Affairs and Trade (MOFAT) said.
The External Affairs Department of the Heilongjiang Provincial Government notified the MOFAT that it had executed a 41-year-old South Korean, only identified as Shin, who was sentenced to death in August 1999 by a Chinese court for manufacturing, delivering and selling narcotic drugs.
The Chinese government did not give any prior notification to the Seoul government despite Seoul's repeated requests, the ministry said.
"China has no legal obligation to inform us the execution before it takes place," a ministry official said. "It, however, is beyond diplomatic practices for China to neglect our request in light of our repeated requests."
The ministry will summon the Chinese envoy in Seoul to lodge a strong complaint against the execution without Seoul's prior knowledge, the official said.
