On September 30, Justice Minister Baurzhan Mukhamedzhanov speaking on the program of legal reforms said that a stage of the draft state program for legal reforms pays attention to making criminal legislation more humane, and amongst other things it is proposed "to continue a policy of gradually reducing the application of the death penalty, with the long-term aim of abolishing it completely."
