Pope John Paul II had issued an appeal to Governor Tom Carper to spare the life of condemned killer Willie Sullivan, but Delaware executed him by lethal injection on September 24 for the 1991 murder of his former employer, 78-year-old Maurice Dodd, a Frederica-area nursery owner. Sullivan's death sentence was also being protested by members of Amnesty International because of his diagnosis of borderline mental retardation.
