President Goodluck Ebele Jonathan signed the Terrorism (Prevention) Bill, 2011 into law. The bill, which introduced the death penalty for anyone found guilty of any act of terror leading to the loss of human life, was passed by both Houses of the National Assembly and conveyed to the president for assent on 2 June. The new Terrorism (Prevention) Act, 2011 establishes measures for the prevention, prohibition and combating of acts of terrorism and the financing of terrorism in the country. It also provides for the effective implementation of the Convention on the Prevention and Combating of Terrorism as well as the Convention on the Suppression of the Financing of Terrorism, and prescribes penalties for the violation of its provisions. The Terrorism (Prevention) law, 2011 defines “act of terrorism” as anyone that involves or causes an attack upon a person’s life which may cause serious bodily harm or death; kidnapping of a person; destruction of a government or public facility, transport system, an infrastructural facility including an information system, a fixed platform located on the continental shelf, public place or private property likely to endanger human life or result in major economic loss.
