President Guntis Ulmanis imposed a moratorium on the death penalty in 1996 but Parliament refused to scrap it entirely when it drew up a new Criminal Code, due to take effect in April of that year. Seven people have been condemned to death for murder by Latvian courts since the moratorium came into force but no executions have been carried out. The last death sentence was carried out in January 1996.
