President Hugo Chavez ruled out that the government planned to institute the death penalty or life sentence as a means of coping with this problem of spiralling crime. The president stated that crime is the "product of a situation that has built up for a long time, and which has worsened in recent years with the levels of poverty, demoralization, lack of respect for the laws and loss of human sensitivity".
