President Joseph Kabila, addressing the annual session of the UN Human Rights Commission in Geneva, said that pending the completion of the judicial reform and, especially, that of military justice, the military tribunal had been instructed to handle exclusively cases dealing with the breach of the military code and regulations. The moratorium on the application of the death penalty will be pursued until the completion of the parliamentary debate on its abolition.
