Presidential Spokesperson Ignacio R. Bunye said he was told by Executive Secretary Alberto S. Romulo that the lifting of the moratorium on death penalty would also cover those convicted of illegal drug activities contrary to what was earlier announced that the death penalty would be limited to kidnappers. Meanwhile, Davao City councilors said that instead of re-imposing the death penalty, the government should have reviewed its criminal justice system because it was so weak that it did not guarantee that all those injected to die were guilty.
