Prime Minister Tony Blair ordered an urgent overhaul of Britain's extradition laws in the war on terrorism.
This follows fears that flying instructor Lotfi Raissi will exploit the rules to avoid standing trial in the US. British-based Raissi, 27, is accused of training four of the hijackers involved in the September 11 attacks.
But the Human Rights Act means Britain cannot allow the extradition of suspects to countries like America which have the death penalty and the process could take up years of legal argument.
