Russia is fully observing its moratorium on the death penalty, the head of the country's Constitutional Court said.
One guarantee of this is a Constitutional Court ban on death sentences until jury-based courts are set up in all Russian regions, Constitutional Court Chairman Marat Baglay said during a meeting between Russian President Vladimir Putin and World Bank President James Wolfensohn. Currently there are jury-based courts in only nine of Russia's 86 regions.
