Russian Federation Council Chairman Sergei Mironov has spoken in favor of the soonest possible ratification of protocol No. 6 to the Universal Convention on Human Rights, which would abolish the death penalty.
"I thought then that this measure should be applied to criminals who committed cold-blooded murders with aggravating circumstances, including murders of children. However, I have started to think lately that the life sentence is no milder a punishment," he said.
