Rwanda voted against the resolution on the death penalty approved by the UN Commission on Human Rights on April 28 (1999/61).The Special Rapporteur on Extrajudicial, Summary or Arbitrary Executions said it has been alleged that trials being conducted for genocidal crimes in which the death penalty is the primary punishment continue to deny the accused rights ensured and protected by international law (E/CN.4/1999/39/Add.1).
