Rwandan-backed rebels killed at least 163 civilians and soldiers following a mutiny in Kisangani in northeastern Congo, far more than the rebels have acknowledged, a UN official said.
The killings by the rebel group known as the Goma-based Congolese Rally for Democracy or RCD-G, took place on May 14 after a group of rebels in Kisangani mutinied and seized the radio station, urging listeners to rise up against the "Rwandan invaders" and "kill the Rwandans."
Thousands of Kisangani residents poured into the streets in response to the appeals, only to encounter rebel troops intent on putting down the mutiny.
An RCD-G commission had earlier concluded that 41 people had died as a result of the mutiny and its violent aftermath. It blamed RCD-G forces for just one of these deaths.
UN Human Rights Commissioner Mary Robinson told the Security Council that UN special rapporteur Asma Jahangir's findings led to the "firm conclusion that on May 14, the authorities of the RCD-G carried out summary executions and extrajudicial killings of civilians, soldiers and the police."
