Senators voted 23-11 to pass the measure, which would prevent the execution of those who were 16 or 17 at the time they committed a crime. Prosecutors in state court now can seek the death penalty for those as young as 16 or 17 in cases of murder, aggravated kidnapping or terrorism. SB182, which now goes to the House of Representatives, would raise the minimum age to 18.
