The Seoul High Court turned down the appeal that Chung had not been able to make a clear judgment or decision making during the time of his crime due to mental illness, such as borderline personality disorder and impulse control disorders, claiming, "Although it is true that the accused is suffering from a personality disorder, there is no evidence that can prove his state of mental or physical disorder during the time of the crime."
