Singapore defended its death penalty system, slamming as "absurd" Amnesty International's criticism that the city state had the world's highest rate of executions in the world. "Most Singaporeans know that our tough but fair system of criminal justice makes Singapore one of the safest places in the world to live and to work in," the Home Affairs Ministry said in a statement. Amnesty International had said in a report released that Singapore had carried out more than 400 executions since 1991, and its rate of executions on a per capita basis was the highest in the world, exceeding China or Saudi Arabia.
