South Africa Deputy President Jacob Zuma called for a rethink on the way serious crime was being dealt with, saying the country's laws appeared to be no deterrent.
"Out of our own values ...we said we don't want the death sentence. What then do we do to compensate for that?" he asked.
"We need to discuss that, particularly with legal people - both lawyers and magistrates. The entire country must discuss this."
